Sign up at the College Board site with your name exactly as it appears on the identification you will present at the test centre.
International test dates are fewer than United States dates and centres in Indian cities fill quickly, so register as early as you can.

College Board does not cap the number of SAT attempts. Most students take it two or three times, since there are limited international test dates each year. Many universities superscore, combining your best Reading and Writing score with your best Math score across attempts.
No. There is no penalty for a wrong answer on the SAT, so you should answer every question. For student produced response questions in Math, enter your best attempt rather than leaving the field blank.
